Statement on the Importance of Technology in Supporting People with a Learning Disability

As part of our Transformation Programme in North Wales, we recognise the vital role that everyday consumer technology and accessible apps can play in enhancing the lives of people with a Learning Disability. Technology offers opportunities to increase independence, manage risk, promote wellbeing, and support personal agency.

We believe it is essential for all support networks — including families, carers, service providers, and professionals — to:

• Acknowledge technology as a valid and valuable option for support and empowerment.
• Encourage exploration and use of technology tailored to individual needs and preferences.
• Understand that ongoing support may be required for people to use technology effectively and safely. The need for assistance should never be a barrier to access.
• Provide training and guidance to staff and carers, ensuring they are confident and competent in supporting the use of technology.
• Consider ethical implications such as privacy, consent, and digital inclusion, ensuring that technology use aligns with the rights and dignity of the individual.
