The North Wales Learning Disability Strategy identified the need to explore combining budgets for health and social care in a local area. They wanted to see if this joint funding approach would create a smoother care and support experience for people with learning disabilities, their families, and carers, and improve outcomes. Ynys Mon and BCUHB decided to test this for the region. To date:

• In September 2023, both partners signed a Section 33 partnership agreement.
• Ynys Mon will manage the pooled fund, with BCUHB transferring their funds to them.
• Governance structures, including the Partnership Management Board and the Pooled Fund Board, have been set up to manage the fund.
• Under the Section 33 agreement, The Pooled Fund Board can make local decisions about joint funding.
• A pilot tested the pooled fund with people with learning disabilities who currently receive joint funding from Ynys Mon and BCUHB.
• Partners are now working on how to fully implement the pilot and use this approach for new joint funding applications.
• Evaluation
• Dr. Ceryl Davies of CTD Research and Consultancy is independently evaluating the project.• So far, she has completed a literature review, held staff workshops to assess the impact of the new approach on joint working, and conducted workshops with members of the PMB to help move the project to the next stage.
